Rajyasabha popularly known as the Upper House. It is also called as the Council of

States. It is compared with the American Upper house ‘SENATE’. Article 80 of Indian

constitution deal with the Composition, Election, Powers and Functions of the Rajyasabha. The

Rajyasabha membership depends on the Population of the state. Rajyasabha consist of not more

than 250 members. 229 members are elected from the 29 states, 3 members elected from the Delhi and one member elected from the Union territory of Puducherry. The President of India

nominates 12 members having special knowledge of matters such as Literature, Science, Arts

and Social service.

Qualifications:

1. He shall be a citizen of India.

2. He shall have completed 30 years of age.

3. He should not hold any office of Profit under the Union and State government in India.

4. He shall be a Resident of the state for a minimum of six months.

5. Should not be insane or bankrupt.

6. He must be other qualifications as Prescribed by the Parliament.

Tenure: Rajyasabha is a Permanent house. The Tenure of a member is 6 years. Salary and

Allowance: At Present, Every member of Rajyasabha gets a Monthly salary including with

allowance of Rs.1,32,000/-

1. Chairman of Rajyasabha: The Vice-President of India acts as the Ex-Officio chairman of

the Rajyasabha. He is a not member of the House. The members of Parliament elect him

for every five years as the Vice president of India. It implies that both the members of the

Loksabha and the Rajyasabha cast their vote bin the Vice – Presidential election. At present

he is paid Rs, 1,40,000/- towards Monthly salary and allowances. The Chairman of

Rajyasabha vacates his office only if he is removed from the office of the Vice president.

2. Deputy Chairman: The Deputy chairman of Rajyasabha is elected by the members of the

Rajyasabha amongst the members. The Deputy Chairman Receives a monthly salary of Rs.

90,000/-. In the absence of the Chairman, the deputy Chairman acts as Chairman and

Presides over the meetings of the Rajyasabha. 27 Whenever the office of the Deputy

Chairman fall vacant, the members of Rajyasabha will elect another member to fill the

vacancy.

3.Panel of Vice-Chairpersons: The Chairman of Rajyasabha Nominates 6 persons amongst

the members as Panel of Vice-chairpersons to conduct Legislative proceedings of

Rajyasabha in the absence of both the Chairman and Deputy Chairman.
